[Fair Lawn] Corrected Recycling Holiday Information

The last e-mail notification incorrectly listed the alternate holiday
recycling collection for Sections 2 and 4. The correct information is as
follows:

7/3 - Tuesday - commingle collection ONLY in sections 1 and 2 (NO yard waste
collection)
7/4 - Wednesday - Borough holiday - No recycling collection.
7/5 - Thursday - commingle and yard waste collection in section 4 ONLY.
7/6 - Friday - commingle and yard waste collection in section 3 ONLY.
